Seconda verità: esiste una profonda spaccatura tra la dimensione “nazionale” del PD – costituita da personalità di alto profilo, in grado come tali di declinare le linee guida della famosa alternativa allo strapotere del Cavaliere – e la dimensione del partito stesso nelle sue articolazioni locali, terra di conquista per l'imperversare dei vari “cacicchi” di cui Gustavo Zagrebelsky ha più volte denunciato l'esistenza. Il PD paga infatti la mancanza (triste retaggio del modello del “partito leggero” di veltroniana memoria) di una struttura organizzativa solida e ramificata, presupposto indispensabile sia per attutire le tensioni, i contrasti ed i personalismi che fatalmente si registrano a livello territoriale, sia per garantire la necessaria continuità programmatica ed operativa tra il vertice ed il territorio.
Terza verità: la mancanza dell'appena descritta struttura organizzativa genera a sua volta due ulteriori conseguenze negative. In primo luogo, essa riduce la capacità dei dirigenti nazionali di interpretare correttamente gli orientamenti che la base assume nelle varie realtà locali, ed espone il partito stesso ai macroscopici errori di valutazione che hanno caratterizzato la campagna per le primarie in Puglia. In secondo luogo, la mancanza del partito strutturato impedisce l'attuazione di un rigoroso procedimento di selezione della classe dirigente, favorendo così– dal Lazio alla Calabria - il tanto anomalo quanto pericoloso fenomeno delle auto-canidature o delle candidature imposte dai potentati locali (e talvolta colpevolmente ratificate dagli elettori attraverso lo sterile passaggio delle primarie dall'esito granted).
